Corrections for version 3.1 (October 19, 2026), after the source documents were gathered and the public records were checked

Every edit made for version 3.1, from the version 3.1 changelog. Quotes were checked against the Board's letter, minutes, notes and posts gathered on October 19. One item was withdrawn from the list of unmarked changes because a recorded 2021 amendment had already made it, so the count is now 49, and fourteen work against owners. Facts were added from the county's public records and the Secretary of State.
