How to use this site

Written by Craig Lawrance, an owner at Albemarle Plantation, with help from agentic systems built on large language models (LLMs) from more than one developer. It is one owner's review, done on his own time. Facts are cited; opinions are labeled.

Start here

This site is more than a redline. It shows each change the Board's draft makes, what the recorded Declaration says today, and what the change means for your money, your vote and your home. Every fact links to a document, a page and a quote you can open yourself.

  1. Short on time? Read Home: the short version and five findings, about five minutes.
  2. See what changed. Changes puts the 2013 recorded text and the proposed text side by side, with the differing words highlighted. Filter by topic or by impact.
  3. See what it means for you. Tools walks through the amenity refund, how a lien and foreclosure work, and what a records request would cost.
  4. Check my work. Check my work lists every factual claim in the report with its source, page and exact quote. Sources lists every document behind them.
  5. Follow the process. Timeline shows the rewrite in the Board's own minutes, from 2023 to the vote. Board statements sets what owners were told beside what the records show. The 47F scorecard shows which state-law protections the draft keeps.
  6. Before you vote. Take the ten Questions to the October 21 question form or the October 23 and 24 meetings. Read or print the Full report, or get the PDF and spreadsheets from Downloads.
  7. Found a mistake? Tell me. Fixes are posted, dated, on Corrections.

Labels such as "Worse" or "Better" are my opinion; the quotes and page numbers are the facts. Not voting counts the same as voting no.

How the review was done

  • Baseline. The Amended and Restated Master Declaration recorded February 13, 2013, Perquimans County Book 410 Page 747 (42 pages), with the four amendments recorded since: Book 419 Page 808 and Book 422 Page 236 (2013), and Book 443 Page 113 and Book 443 Page 420 (2015). A fifth amendment, recorded in 2021 (Book 515 Page 602), was found on October 19, 2026; it changes only the tree rule, which was then removed from the list of unmarked changes.
  • The proposal. The Board's 48-page redline of the Master Declaration and its redline of the APPOA Bylaws, released October 15, 2026.
  • Reading the redline. The markup on every page was read from the PDF itself: a colored underline is an insertion, a colored strike-through is a deletion, black text is unmarked. The recorded 2013 copy is a scan, so it was converted to text, and every quote used was checked against the page image.
  • Comparing. The two texts were aligned word by word, every difference was sorted, and every substantive difference was read against the redline page. That is where the 49 unmarked changes come from.
  • Checking the claims. Version 2.7 of the report was split into 391 factual claims, and each was checked against its source document, page and exact words. Ledger figures were recomputed from the general ledger itself. The results are on the Check my work page, including every correction.
  • Law. Statutes were read on ncleg.gov and are quoted word for word, with the citation written in full.

Data built 2026-10-19 from report v3.7, the claim ledger (WP2_Claim_Ledger.csv) and the redline comparison (WP1_Unmarked_Changes.csv and WP1_Redline_Rederivation.md Section 7). It holds 391 claims (Verified 244, Soften 74, Corrected 60, Unverifiable 9, Contradicted 4), 52 changes and 55 timeline entries.

How independent is the checking?

This review was re-checked with the same kind of LLM-based agentic systems that helped draft it, so it is not an independent check. The checking was done from the primary documents rather than from earlier notes, and every claim, quote and page is published here so that anyone can repeat it. An earlier, browser-based check of version 2.3 found real errors, and those fixes are listed on the Corrections page.

Limits

  • The author is not a lawyer, and nothing here is legal advice. Legal points are framed as what the statute says and as questions for counsel.
  • On October 19, 2026 the Register of Deeds index was searched for documents recorded since 2015 that name the Association. It shows one later amendment to the Declaration, recorded in 2021 (Book 515 Page 602), which set the tree-protection distance at 25 feet; that item was removed from the list of unmarked changes. An amendment indexed under another name could still be missed. Read "unmarked" as "not in the 2013 recorded Declaration or the five recorded amendments found".
  • Some documents were obtained only on October 19, 2026, after the first claim check: the Board's October 15, 2026 letter and October 8, 2026 post, the review committee's March 14, 2025 letter, several 2026 minutes, the Friday Forum notes and the revised APPI Bylaws. The claims that rested on them were then checked against them, and the claim ledger was updated the same day. The ledger still marks 9 claims UNVERIFIABLE; the Check my work page lists them. The review committee's final report has not been released.
  • Labels such as Worse or Better, and the verdicts on Board statements, are opinions. The quotes and page numbers are the facts.

Privacy

  • This site publishes no owner names, home addresses, account numbers, check numbers or check payees. Figures from the general ledger are summaries only.
  • Private residents and committee volunteers named in minutes are not named here. Board members are identified by title.
  • The owner who shared an independent review asked not to be named, and is not.
  • Hosted PDFs had their author metadata removed, because some named staff members.
  • The site itself uses no cookies, no tracking or analytics scripts, and no outside fonts or scripts. The only thing it stores is your light or dark mode choice, in your own browser.
  • The web host, GoDaddy, adds its own performance-monitoring script to every page it serves. That script is not part of this site's files, and it sets three cookies (_tccl_visitor, _tccl_visit and _scc_session).
  • The web host also keeps standard server logs, which include visitors' IP addresses, and turns them into visit counts. We look only at the totals.
  • The earlier campaign pages at /campaign/ were built separately and work differently: they load fonts from Google and send their question form through Web3Forms.

Accessibility

The site is built to be read comfortably: large type, high contrast, light and dark modes, full keyboard use, and pages that print cleanly. If anything is hard to read or use, please email contact@apnc47f.com.

Corrections and contact

I would rather be corrected than be right in public. If a number or a quote here is wrong, email contact@apnc47f.com with the page, the sentence and the source. Corrections are posted on the Corrections page with the date.
